JcPenney is offering FREE shipping on all their shoes through the end of August. Plus you can use TEN2YOU promo code to get $10 off any order of $10 or more!! They have Flip Flops starting at $3.99. Lots of Kids and Toddlers shoes on clerance.  Here's a couple deals I found.

L.A. Gear Daisy Toddler Shoe $17.99 I ordered a pair like this for my daughter and paid only $8.52, including tax.

I also spied these Arizona Molly II Girls Sandal for only $11.99. Which means you'd be able to get them for only $1.99 + tax after the coupon code!
